In granting a presidential pardon to Adam Schiff, President Biden limited Schiff’s ability to use his Fifth Amendment constitutional rights in any criminal investigation or congressional hearing to protect him against self-incrimination.
Since his testimony cannot be used against him in legal proceedings, he is compelled to tell the truth or rely on the “poor memory, I cannot recall” dodge.
However, if Schiff lies, he can be held responsible for lying to a federal law enforcement officer or referred for prosecution by the Attorney General for perjury.
