California’s scam is simple. Gross polluters can continue polluting as long as they buy indulgences from the State of California.

How is the California Climate Credit Funded?

The credits come from a State program that requires power plants, natural gas distributors, and other large industries that emit greenhouse gases to buy carbon pollution permits from auctions managed by the Air Resources Board. The credit on your electricity bill is your share of the payments from the State's program.

Each year the state auctions a limited number of emission permits so that California can meet its goal of reducing its overall emissions down to 1990 levels by the year 2020. Some of the auction proceeds are used by the state to fight climate change, and some are returned to many Californians as a Climate Credit. This program is one of many developed as a result of the Global Warming Solutions Act of 2006, which put California at the forefront of efforts to battle climate change.

We created the credit program, and we also oversee the program’s implementation. The money is from the State, not from the utility, even though the utilities deliver the credit on the State's behalf. <Source>

Will my utility rates increase as a result of cap-and-trade?

Yes, California has various programs to reduce greenhouse gas (GHG) emissions, one of which is the Cap-and-Trade Program. Electricity providers face GHG costs when they produce electricity from fuels that put GHGs into the atmosphere. Natural gas utilities face GHG cost associated with their deliveries of natural gas to customers. These costs will be reflected in your bills - in generation rates for electric customers and in transportation rates for natural gas customers.  The twice-annual California Climate Credit will help to offset bill increases. <Source>

[OCS: Do not question how much the program returns in rebates against the total monies collected, or the scam is revealed. This idea that the government does anything more than redistribute wealth according to the political winds is ludicrous. Even ratepayers subsidized by government programs also get the credit. They hope you do not notice that your “rebate” is paying for products and services that already have a built-in profit along with executive bonuses. So whatever rebate you get is greatly reduced from the hidden utility costs.]

Does the credit amount vary by electricity provider?

Yes, but the California Climate Credit is distributed equally to each electricity provider’s residential customers, regardless of energy consumption or bill amount. In other words, Southern California Edison customers receive a different amount of credit than San Diego Gas & Electric customers do. But all residential customers of Southern California Edison receive the same amount. <Source>

If the credit is from the state, why is it on my utility bill?

The most cost-effective way to return this credit to customers is as a bill credit through your energy provider. This approach maximizes the amount of savings each household and small business will receive. <Source>

How much money is involved?

The CPUC directs investor-owned utilities (like PG&E, SCE, SDG&E, and SoCalGas) to distribute the funds generated by the Cap-and-Trade Program as credits to residential customers, small businesses, industry, and for clean energy and energy efficiency programs. Program achievements include:

  • Distributed over $6 billion of Cap-and-Trade funds to industry, small businesses, and residential households to help fight climate change since 2014.
  • Provided about $400 per household in electric California Climate Credits since 2014 to residential customers of California's three large electric investor-owned utilities (PG&E, SCE, and SDG&E).
  • Over 11 million households receive the electric California Climate Credit and over 12 million households receive the natural gas California Climate Credit.
  • Made nearly $450 million in Cap-and-Trade program funding available to improve access to solar and clean energy technologies in disadvantaged communities. <Source>



Why is California dealing with a foreign national in its auction activities? Could it be to hide some of their activities?

A greenhouse gas emission units auction is being held today. The Ministère de l'Environnement et de la Lutte contre les changements climatiques (MELCC) will hold this auction in conjunction with the California Air Resources Board (CARB).

The joint auction will take place between 1 p.m. and 4 p.m. ET. In total, 56,956,085 emission units for the Current Auction and 7,942,750 emission units for the Advance Auction (2025 vintage) will be put on sale at a minimum price of $25.35 CAD ($19.70 USD). Bidders from Québec and California will be able to submit bids for the purchase of emission units, enabling them to reach their environmental objectives set under their respective greenhouse gas cap-and-trade systems. <Source>

Big business indeed, no matter what the settlement numbers show or the split may be with Canada. And an indication of how much Californians are being screwed by this climate hoax created and operated by the elites with the assistance of the useful idiots in the environmental movement and the propagandists in the media.]

Bottom line…

Let us not forget that the California Public Utilities Commission is a misnomer. CPUC really stands for California Protecting Utility Corporations.
