Like most legislation coming out of a state governed by a radical progressive socialist democrat majority, much of this legislation drives the corrupt progressive agenda or helps the special interests who support the Democrats.

AUTHORIZES BONDS CONTINUING STEM CELL RESEARCH. Authorizes $5.5 billion state bonds for: stem cell and other medical research, including training; research facility construction; administrative costs. Dedicates $1.5 billion to brain-related diseases.

OCS: Have you ever heard of any advances from this research where costs are socialized and profits privatized? It appears that $2.1 billion went to people with links to the board. And, now their hand is out for $5.5 billion. A classic California SPECIAL INTEREST boondoggle.

[OCS: WARNING – Skullduggery ahead….

The California Attorney General continues to fudge proposition labels. What Proposition 15 does can be described simply as “It raises property taxes on commercial and industrial real estate.” Becerra chooses to describe the proposition’s ballot title as: “Increases funding sources for public schools, community colleges, and local governments by changing assessment of commercial and industrial property.”

A California judge has ordered changes to an election guide mailed to every registered California voter this fall, ruling that some arguments opposing a hotly contested property tax initiative are “false or misleading.”]

INCREASES FUNDING SOURCES FOR PUBLIC SCHOOLS, COMMUNITY COLLEGES, AND LOCAL GOVERNMENT SERVICES BY CHANGING TAX ASSESSMENT OF COMMERCIAL AND INDUSTRIAL PROPERTY.         

OCS: This is another naked tax grab that disadvantages property owners by linking tax revenues to nothing more than “market estimates.” As we have seen with other “dedicated” revenue streams – the State collects the money, replaces it with an interest-bearing IOU payable in the future, and then transfers the money to the general fund for discretionary use.

Why should we continue to fund schools that indoctrinate rather than educate? Where most of the money goes to personnel and pension funds and not the children? It is time to defund those who turn out generations of  functional illiterates.

Remember, businesses do not pay business taxes, they are passed to the employees (lower salaries, fewer benefits) or the consumers (higher prices).

ALLOWS DIVERSITY AS A FACTOR IN PUBLIC EMPLOYMENT, EDUCATION, AND CONTRACTING DECISIONS.

Permits government decision-making policies to consider race, sex, color,
ethnicity, or national origin in order to address diversity by repealing constitutional provision prohibiting such policies.

Repeals Proposition 209 (1996), which says that the state cannot discriminate or grant preferential treatment based on race, sex, color, ethnicity, or national origin in public employment, education, or contracting

OCS: There is no other way to put it – This is unconstitutional legislation to enable discrimination and allow progressive socialist democrats to violate the equal protection under the law clause. Institutionalizes the type of official systemic racism they riot over.

RESTORES RIGHT TO VOTE AFTER COMPLETION OF PRISON TERM. 

Restores voting rights upon completion of prison term to persons who have been disqualified from voting while serving a prison term.

OCS: This is an attempt by the progressive socialist democrats to increase the number of Democrat voters. This is part of the penalty that you pay when you commit a felony. Also known as the “Bank Robbers for Biden” proposition.

AMENDS CALIFORNIA CONSTITUTION TO PERMIT 17-YEAR-OLDS TO VOTE IN PRIMARY AND SPECIAL ELECTIONS IF THEY WILL TURN 18 BY THE NEXT GENERAL ELECTION AND BE OTHERWISE ELIGIBLE TO VOTE.

OCS: This is an attempt by the progressive socialist democrats to increase the number of Democrat voters by enabling younger individuals to vote. Considering that most of these individuals are attending school and do not have their first job, it is a shameless attempt to allow indoctrinated 'progressive" voters access to the electoral system. When was the last time you heard about masses of informed children making good choices?

CHANGES CERTAIN PROPERTY TAX RULES. LEGISLATIVE

Allows homeowners who are over 55, disabled, or wildfire/disaster victims to transfer primary residence's tax base to replacement residence. Changes taxation of family property transfers. Establishes fire protection services fund.

Fiscal Impact: Local governments could gain tens of millions of dollars of property tax revenue per year, probably growing over time to a few hundred million dollars per year. Schools could receive similar property tax gains.

OCS: Hope you didn’t want to leave the family home to your children. Not all wildfires need to be fought with massive efforts to protect inaccessible areas.Especially considering the overtime and pension contributions to unionized public employees.

RESTRICTS PAROLE FOR NON-VIOLENT OFFENDERS. AUTHORIZES FELONY SENTENCES FOR CERTAIN OFFENSES CURRENTLY TREATED ONLY AS MISDEMEANORS. 

Limits access to parole program established for non-violent offenders who have completed the full term of their primary offense by eliminating eligibility for certain offenses. Fiscal Impact: Increase in state and local
correctional, court, and law enforcement costs likely in the tens of millions of dollars annually, depending on implementation.

OCS: Restores a measure of sanity in the criminal justice system.

EXPANDS LOCAL GOVERNMENTS' AUTHORITY TO ENACT RENT CONTROL ON RESIDENTIAL PROPERTY. 

Allows local governments to establish rent control on residential properties over 15 years old. Local limits on rate increases may differ from statewide limit.

OCS: If you are a constitutional conservative and respect private property rights and ownership you will reject this measure. It is a blatant appeal to the dependency class. This dries up housing as builders and landlords cede control of their property to pandering politicians.

EXEMPTS APP-BASED TRANSPORTATION AND DELIVERY COMPANIES FROM PROVIDING EMPLOYEE BENEFITS TO CERTAIN DRIVERS.

Classifies app-based drivers as "independent contractors," instead of "employees," and provides independent-contractor drivers other compensation, unless certain criteria are met.

OCS: This is a naked power grab by the progressive socialist democrats on behalf of the unions. Considering that the California legislators destroyed independent contractors with AB 5, this is an attempt to right a corrupt legislative wrong. Frees Uber drivers and others to continue providing you with services in the People’s Republik.

ESTABLISHES STATE REQUIREMENTS FOR KIDNEY DIALYSIS CLINICS. REQUIRES ON-SITE MEDICAL PROFESSIONAL.

Requires physician or other specified medical professional on site during dialysis treatment. Prohibits clinics from reducing services without state approval. Prohibits clinics from refusing to treat patients based on payment source.

OCS: Implements union-dominated Cuba-like healthcare for dialysis patients on behalf of the unions, notably the Marxist SEIU.

AMENDS CONSUMER PRIVACY LAWS.

Permits consumers to: prevent businesses from sharing personal information, correct inaccurate personal information, and limit businesses' use of "sensitive personal information," including precise geolocation, race, ethnicity, and health information. Establishes California Privacy Protection
Agency.

OCS: A mish-mash of ideas that allows the government to drive more business out-of-state with more bureaucracy, rules, and regulations.

REFERENDUM ON LAW THAT REPLACED MONEY BAIL WITH SYSTEM BASED ON PUBLIC SAFETY AND FLIGHT RISK.

A "Yes" vote approves, and a "No" vote rejects, law replacing money bail with system based on public safety and flight risk.

OCS: No bail is is a stunningly bad idea that puts more criminals on the street and rewards the worst of the worst. A "no" vote repeals an insane law.

Bottom line...

This is your last chance to stop legislative corruption in this election cycle.
