The cap-and-trade system was advocated by Enron who designed the power trading platform to trade energy-related financial securities like the derivatives which almost tanked the economy of the United States.
As a California who is still paying for the state’s purchase of power many years ago – California’s elected officials refused to prosecute all those who gamed the system – I caution you to be prepared for cap-and-trade which will result in higher energy prices, systematic outages created to drive prices up and higher taxes as the government profits from higher prices.
